Summary:

The Commissioning Lead Engineer plays a critical role in the successful commissioning of Waste-to-Energy (WTE) projects by managing the technical aspects and ensuring quality execution of the commissioning process. Reporting directly to the WTE Commissioning Manager Process, this position is responsible for organizing, coordinating, and supervising commissioning activities for a specific WTE module, consisting of 2 incinerator lines and 1 Steam Turbine Generator. The Commissioning Lead Engineer ensures that the necessary resources, safety protocols, and quality standards are in place for seamless project commissioning, making this role essential in delivering reliable and efficient WTE facilities.


About this position:

As a Commissioning Lead Engineer, you will collaborate closely with the WTE Commissioning Manager and lead the commissioning of a designated module. You will manage a multidisciplinary team, ensure planning and execution according to timelines, and oversee the quality of commissioning activities. Your expertise will be key in conducting tests, adjusting system parameters, and ensuring compliance with safety and operational procedures throughout the commissioning phase. This role is for an assignment to our WTE Island Project in Hong Kong. 


A detailed overview of the job

  • Report to the WTE Commissioning Manager Process and assist in managing overlapping planning for commissioning modules.
  • Organize and coordinate the work of the WTE team, systems, and disciplines involved in the commissioning process for the assigned module.
  • Conduct and lead regular progress meetings, providing updates on status, risks, and next steps.
  • Develop and manage the commissioning schedule, including weekly programs, ensuring alignment with project milestones.
  • Handle hot commissioning plans and manage daily activities, ensuring all necessary tasks are completed on time.
  • Define and allocate necessary resources (e.g., manning, scheduling, transportation) to meet commissioning requirements.
  • Guarantee the quality of commissioning execution by ensuring that all tests and activities meet predefined standards.
  • Oversee the execution of overall functional tests and hot commissioning for the designated module.
  • Organize and coordinate system commissioning tests to ensure all elements are integrated and functioning as expected.
  • Adjust parameters and tune control systems for optimal performance of the overall line and module.
  • Ensure that all documentation (e.g., TOPs, work permits, risk assessments) and safety policies are correctly applied and adhered to.
  • Coordinate and prioritize any final erection work required before commissioning.
  • Attend daily or weekly work permit authorization stand-up meetings to ensure safety and compliance with project standards.
  • Define the necessary consumables and handle the refusal of deliveries that do not meet project specifications.
  • Develop strategies for extraordinary work, including defining and ordering special spare parts or skills as needed.

Skills and abilities

Must haves
  • Proven experience in commissioning, with expertise in Waste-to-Energy (WTE) projects a big plus.
  • Strong organizational and leadership skills with the ability to manage and support multiple tasks simultaneously.
  • Excellent technical and communication skills to effectively liaise with internal teams, subcontractors, and stakeholders.
  • Proficiency in managing complex schedules, resource planning, and system testing activities.
  • Experience working within large-scale, multinational engineering teams and environments.
Nice to have
  • Familiarity with the safety and compliance requirements of the WTE industry.
Education and Expereince 
  • Hold a degree in Engineering or a related technical field, or equivalent by experience.
  • Possess a minimum of 5 years or more of relevant work experience in commissioning.
